Need a wereeagle for use in 5th edition

Before I go through the trouble of creating my own 5th edition wereeagle, has anyone made one of these? My 5th edition homebrew has a major antagonist that is a Moon Druid, and for story reasons his partners include a few werewolves and wereeagles.

I don't have one and haven't seen one...but could you just say this antagonist's "posse" is a bunch of other moon druids...who just happen to wildshape, exclusively, into eagles and wolves? Like, some special cult/boon that that's all they can do...either/or...or a special "elite" tier that gets to do both? That's what I'm thinking could work without having to homebrew up anything.

Just throw on the standard lycanthrope resistances/immunities if you need them to be lycanthropic shapechangers for whatever story reason.

Yeah, that's basically what they do. I guess you not only found the easy way, it's also the correct way for the story.
