Need advice on a specific character's afterlife.

Okay, I need some advice. The party was supposed to capture a BBEG (Well, BBNG, since she was neutral,) and then get information out of her about the werebouts of her leader, a fallen goddess. Instead, they accidentally killed her! You know how it goes. Now, here's the problem. The NPC was True Neutral, so no alignment-based plane is appropriate. And her goddess is fallen; she can grant spells, but has no domain outside of the Prime Material Plane. So where would the character's petitioner go? Sigil? One of the Outland towns? Wherever the Rilmani live? I could use some suggestions before making a decision about it.

Did she favor anyalingment at all? Otherwise she might have been "picked up" by another diety or if her god shared it's plane with other she could still go there.

If her diety doesn't have a realm, than by Planescape rules she'd be a petitioner in the Outlands, which are True and not-so-true Neutral.
