I have and can use either, but I don't see the advantage right off, human paragon sacks a caster level, and the main strength of the build seeing as two prereq feats for Frost Mage increase caster level is .. well increased caster level. :)

As for elven wizard substitution levels, which levels in particular do you think are worth it? Considering I only have 5 wizard levels...
 

Well, 1st in particular is great. 3rd can also be nice. 5th makes no sense, usually.

About the caster level... once you reach HD+5 the effect of it really lessens a lot, thanks to the caps, so I'd rather see it the opposite way, that with the high caster level you can afford to lose one level in order to gain some different benefits, to make your character more diverse.

The bonus feat and the +2 to casting ability plus better skills and hit points are not that bad, really. :)

I guess point blank shot would be about as useful as Quicken spell as it'd help me get precise shot for all those ranged attacks. But it's not worth Quicken Spell and Elemental Spellcasting which I can take as a bonus feat for being human.

And being a generalist is superior to being a specialist in every way with that first substitution level, but being a specialist is what grants Energy Affinity (Cold) from Unearthed Arcana which again is another caster level down.
 


Good point with regards to the capping, throwing a +5 caster level fireball of the cold subtype is the same as + 6, 7, or 8. But then again, it's not just a caster level human paragon sacrifices, it's a whole level as a spellcaster (i.e. delayed spell acquisition, less spells per day, etc). So I don't know. But that bonus feat and the skill points AND the attribute increase...
