Need help creating the archvillain.

My heroic-tier Forgotten Realms campaign is coming to an end, PCs are almost 11lvl and soon they'll have to face the campaign's main villain. I want the battle to be as memorable as possible and there aren't any existing monster that I know of that fit my villain's describtion so I decided to stop lurking and ask you for help. ;)

My archvillain is a tall and attractive human female, using her charms to seduce and control men. Something every woman does, only bigger scale. She's a spellscarred daughter of a mighty witch and an outlaw archwizard, so she's supposed to use arcane magic, as well as some nature-based powers and spellscar powers, preferably based on existing spells/powers. Obviously she needs a couple of charm/domination powers.

I'm not sure whether I should make her a solo monster, or an elite one. She'll definately be accompanied by a slightly tweaked MM1 Shield Guardian and a couple of MV Doppleganger Infiltrators.

After being slain by PCs she'll transfer her soul to a long-destroyed Dracolich corpse for which i'll use the slightly upgraded MV Deathbringer Dracolich stats, so her final form will be a solo monster.

First part of the battle will take place in her city hideout and the whole thing will end in the middle of a plaguechanged necropolis in Halruaa. If they follow her after she escapes through the portal that is.

Also, player characters are quite strong and need a challenge.

I'm not asking you to create the entire stat block - I just need some ideas based on your personal experience with similar monsters.

I don't recall her name but I think Open Grave has a vampire kind of like this.

My books are not at hand or I'd look. She's kind of a bard/seductress vampiress type- Maybe called the Red Queen or something?
 

You might want to check out Nevermeet Press' Portrait of a Villain: The Desire. She's a strong heroic capstone villain focused on charm/domination effects. It's been a while since I read the stat block, but you can leave the fluff (which is actually quite good, but you don't need it) and steal the crunch.
 

If she's immediately followed by a solo I'd suggest a little bit of variety. Her encounter could be her and her harem, make her an elite leader artillery who buffs and heals, lets say 10, low level soldiers as well as charming people who get too close. Make the win scenario killing her so the PCs have to choose whether or not to focus agro on her or take down her harem first. She can then use the souls of the harem as part of her transformation ritual.
