Need help finding something: Abilities that reference less healing surges

I remember seeing somewhere, some abilities that referenced having less healing surges... IE. +1 Damage for every healing surge you have spent since your last extended rest.

Dunno where I saw them though, and have checked the dragon's, dungeon's, books, and compendium... But I know I saw them... anyone have any ideas or know where they are?

Lifegiving armor (Adventurer's Vault) also has a daily ability that restores hit points based on the number of healing surges you have left (the fewer, the better).

Anyone playtested these? My fighter player wants one and I'm curious how powerful they are.
