My idea was going 2 levels ranger 4 levels scout (nit in this order) and getting swift Hunter as my bonus feat then I was either keep going leveling as a ranger or go.into order of the bow
 


I thought using many shot was a full action? So I wouldn't be able to skirmish

I specifically linked the feats (that's why they're blue) in case there was any question on why they might be used. I would not have linked those feats if they couldn't apply to your situation as I understood it.
Manyshot is indeed a standard action, which you can verify by clicking the link. However, it does have a restriction in that it only allows one hit to deal precision damage. Greater Manyshot eliminates that restriction, thus it'd allow you to get skirmish damage on each arrow fired.

Was there anything in the handbook that you wanted to go over?
 

I just so happen to have posted a rather complete Swift Hunter build the other day. I'll just quote it here.

Getting Travel Devotion (optionally with a one level dip into Cloistered Cleric, which you can also milk for Knowledge Devotion and maybe Law Devotion; CC comes with turn attempts to fuel those devotion feats!) and going for Rapid Shot is the superior option, IMO: move up to 30 ft. as a swift, then unload a full attack. Keeps you more mobile, and gets you more attacks with less penalty. Also, moving at least 20 ft. before attacking is imperative to make use of Improved Skirmish, which is a non-optional feat for a swift hunter build.

For your open feats, consider Sword of the Arcane Order and Practiced Spellcaster (to make you a more versatile guy overall, and give you some extra oomph! late in the build). If you want a pet, pick Natural Bond (can be good to distract opponents that would otherwise go into melee with you). Flyby Attack is always good if you have any means of flight (spell, item, allied caster regularly buffing you with Overland Flight). Darkstalker broadens your scouting options, in that you can hide from blindsense, tremorsense, scent... the works.
For your open 3rd level feat, you might want to consider Weapon Focus, then retrain it later for something more generally useful. At the very early levels, though, your BAB is still lacking a bit, so this might help.

For Favored Enemies, pick common crit-immunes (like Undead), since Swift Hunter lets you do skirmish damage to them, too.
 

ACF from phbII is Distracting Attack, absolutely amazing for archers that have levels in ranger it replaces your animal companion at lv 4.

and taking a level in cleric of Fharlanghn you can take celerity domain and get +10 to your move speed (lost if you wear med/hvy armor)
and you get travel devotion for free.

Also in the MIC Chronocharm of the horizon walker. swift action and you move half your move speed as a free action.
