Can't help you with the latter, but the real point of planar binding isn't to pay; it's to find expendable, low-cha combat brutes (hellhounds, etc.) and force them to do your bidding. (Yes, you roll opposed cha checks at +0. So what? Plenty of outsiders have like cha 6.)

Unfortunate. It's a great engine for getting plot hooks from Celestials. ("Look, you help us survive this arena thing, and we'll do a quest for the glory of justice, or whatever. You don't have to kill anyone you don't want to kill, just help us survive.")

Mind Fog has a big problem though - if they fail the save against mind fog, they would have failed the save against whatever other will-save-spell you tried on them and probably been taken out of the combat anyway!

It might be worth it if you know that there is a group that you can effect, but still not terribly good IMO.

I disagree. Low-level spells have low save DCs. Mind Fog is at the moment at the highest level this character can cast, and hence has the highest possible save DC for its school. WIth that -10 it is essentially forcing two saves to succeed for a single spell, that single spell being the second spell you cast at the enemy. The dwarves, even being dwarves, will have serious trouble succeeding against even a lower-level spells if they fail their Mind Fog save.
 

Please let Me reiterate -

Feeblemind.

These barbarians probably don't have THAT high a will save. Dropping that INT down to a 1 is sure to cause problems. A bestow curse or touch of idiocy is just the "icing" on the cake.

You also said you were going for a "cursey" type character, and feeblemind is one HECK of a curse.

The drawback is that it only works on one target, but that may be all you need.

I have got 5 tactics for you right off the top of My Head.

1. Dominate
2. Greater invisibility, Magic Jar
3. Telekenesis - Straight up, then drop down, preferably atop opponent so they BOTH take damage :)
4. Evards Black Tentacles
5. Feeblemind + any other spell or effect that drops Intelligence
