Need help with a Thieves Guild

I'm thinking Port Royal rather than Tortuga (Tortuga's where the Bucaneers went when they were forced out of Jamaica)

After 1670, the importance of Port Royal and Jamaica to England was increasingly due to trade in slaves, sugar, and raw materials. It soon became the mercantile center of the Caribbean area, with vast amounts of goods flowing in and out of the port through an expansive trade network.

iirc The Governor was given strong Naval support in order to 'cleanup' and impose law in Port Royal. Laws were strict and enforced only by force of arms, with some things being ignored/tolerated depending on the whim of the current Governor and Officers.

In your campaign you can use a similar set up - the city 'Governor' has the backing of a strong military (retired adventurers perhaps) with which to engforce 'laws' but where there is also lots of political intrigue between the various Adventurer Guilds, Theives Guilds abnd Merchant Guilds as each vies for the Governors favour (and thus tolerance)

Nonetheless fights break out on a regular basis and thus the Governors men are called in to break heads - maybe. Of course it could be that the Governor is ineffectual and weak, the Officers corrupt and the Guilds impose their own 'justice' (until the next Naval Commander arrives)
