Pehaps he's in a wheelchair
Perhaps he's in a wheelchair to conceal some ginormous conductor he needs to channel his electricity.
Perhaps he gives off a frequency of radio wave that would allow weapons to home in on him.
Perhaps he can be short circuited under particular circumstances ie phases of the moon or astronomic conjunctions.
Pehaps his past includes operations to augment his powers that document a weekness eg a metal plate used to recharge him that might be used to drain him.
Perhaps he is secretly restaging all the crimes he read attributed to Spiderman's nemisis "Electro".
Pehaps his closeness to electricity affects his vision such that with the right voltage characters are invisible to him.
Perhaps he goes into uncontrollable fits in thunderstorms and kills henchmen, his loved ones... etc
Perhaps a gas can be fashioned that inhibits his ability to control his personal electric charge. A nerve gas that makes it likely that he will harm himself if he 'powers up'. (This sort of thing is really classic because he might launch a last ditch attack and vanish in a lightning bolt). Without the body you never know if he is really gone.
Perhaps the agitation of his atoms in his body by the electric charge makes him vulnerable to dimensional shift. Bringing him to a particular frequency might kick him out of our reality.
Thats all I can think of off the top of my head.
