Need rule on ranged attacks against mounted opponents

The rule you're looking for is one of the most poorly placed in the PH. Page 132, Table 8-8: Attack Roll Modifiers. Ranged attacks against a grappling defender require one to roll randomly to see which one you hit.

As far as I know, that's the only place it's mentioned...

When they say 'roll randomly', I'm going to have to assume they mean a 50/50 chance to hit either one.

Keep in mind that this was for a RANGED attack, and that "technically" the stirge isn't grappling (though to me, I would say that it is).
