Need scope help

I'm working on a range system for my SMART game engine (formally known as Nexus D20). Instead of having different ranges for different types of personal weapons I decided to reverse it and have a series of range bands and the levels that they max out at. So the ranges are based on a human trying to make a certain shot. Now I am looking for good scope rules.

I need to know what effects different levels of scopes would have. Should they reduce the range penalties, negate a certain amount, or change them from a longer range to a smaller range? I know that all sounds the same in effect but I want it to be as realistic as possible and able to handle bother benefits and problems of scopes. As well as dealing with higher tech versions.
