Need something nasty to do to a scryer

In my game I've added a mage version of glyph of warding. Functions the same but only set off by scrying/detection and is 4th level. Really nasty as you can embed a 3rd level spell (say fireball) into the glyph. Same thing, but for scrying only would seem reasonable. Also the there are lots of spells that block scrying. None-the-less, this is what a diviner should be doing. "Scouting" ahead when time allows. Worst case is, people are expecting you.

Also, don't forget about the illusion spells that only work on scryers (Screen or some such?)

In my game the Scryer accidentally scryed a powerful mage. The mage of course noticed and cast detect scrying (he could have auto cast it at the start of the day but I thought I'd use the fact he started casting as a warning to the scryer PC).

Since he won the opposed scry check he got a visual image of the scrying PC. The scrying PC could see him because he hadn't dropped the scry spell by this point. Since they could see each other I ruled that the mage could cast eyebite. In 3.5 I think they've removed the reference to a gaze attack in the description so I'm not sure you could still get away with it :(

You immediately become aware of any attempt to observe you by means of a divination (scrying) spell or effect. The spell’s area radiates from you and moves as you move. You know the location of every magical sensor within the spell’s area.
If the scrying attempt originates within the area, you also know its location; otherwise, you and the scrier immediately make opposed caster level checks (1d20 + caster level). If you at least match the scrier’s result, you get a visual image of the scrier and an accurate sense of his or her direction and distance from you.
Material Component: A small piece of mirror and a miniature brass hearing trumpet.
This combined with a teleport spell and some bad buddies may easily screw the scriers day. Especially if he does it on a regular basis.
 


PSIhb has "remote viewing trap" which does damage to someone trying to scry you. Use that or create an appropriate arcane version

When others use power, spells, or other means of observing the manifester from afar, this prepared trap gives them a nasty surprise. Prior to an attempt to view the manifester from afar, he or she and the remote viewer immediately make opposed Remote View checks, but the manifester gains a +10 insight bonus on his or her check. (A Remote View check is the same as an Intelligence check for a creature without the Remote View skill. If opposing a magical scrying, the Remote View check is opposed by the opponent’s Scry check.) If the manifester meets or beats the remote viewer’s result, the manifester is undetected. Moreover, the would-be observer takes 4d4 points of electricity damage. The manifester is aware of the attempt to view him or her, but not of the perpetrator or the perpetrator’s location.


BoVD has psychic poisons IIRC which can magically poison someone who attempts to scry you (not sure on this, just something I seem to remember from a flip through)
 


It might help a bit more if we get examples of how exactly this player is abusing the Scry ability. I don't see a problem with this, the PC can cast scry plenty O'times and get alot of nothing most of the time. I'd really like to see the Dm for the most part respond and otherwise ignore said PC (as far as scrying goes). Teach this player a lesson, nothing worng with high level play, what a hoser. ;)

And the 3.5 version of Remote View Trap does 8d6 damage (Will half) making it a rather serious deterrant.
 

There are also mundane ways to defeat/mitigate scrying. If you are aware that you may be being scryed, try to stay in non-unique/everyday palces. sure, teleport or teleport w/o error can bypass this, but, at lower levels, just not giving your opponent a visual reference to your location is enough. You are in your house, and you detect someone scying you. Stop what your soing and move to a corner without windows. If the scryer doesn't already know where you live, the scry will not tell him anything new except that you are in a room. Forests all look virtually alike, swamps too.
Look at what the scry spell does... not all that much. Sure, its a good spell, but by no means all powerful. Think outside of the box, and a situation specific way to defeat or lessen the impact of the spell will come to you.
