Nerfs for Natural Spell

Not to Necro-thread, but I figured it was better than making a new post on the same subject.

I usually play 3.5 Gestalt games where players are limited to the classes and races in PHB I. Wizard-focused/Druid or Sorcer-focused/Druid with Natural Spell seemed overpowered, so I tweaked Natural Spell like this

NATURAL SPELL [Metamagic] Prerequisites: Wis 13, wild shape ability. Benefit: You can complete the verbal and somatic components of a spell while in a wild shape. You substitute various noises and gestures for the normal verbal and somatic components of this spell. However this increases casting time (swift/immediate turns to standard, standard turns to 1 full round, 1 full round turns to 2 full rounds, etc.) and the caster suffers a -2 to concentration checks. You can also use any material components or focuses you possess, even if such items are melded within your current form. This feat does not permit the use of magic items while you are in a form that could not ordinarily use them, and you do not gain the ability to speak while in a wild shape. It is a violation of Druidic vows to cast any offensive spell while in Wild Shape. (Optional: This spell occupies a slot 2 levels higher than normal)

For role play, it basically maintains the ability to cast buff, heal, hide, and divination spells while in wild shape, but you can't be a Tyrannosaurus spamming Meteor Storm and True Strike. If you have the time, you can make a list of "offensive spells" to prevent bickering. And, if you include the "2 spell slots", you can further nerf it to level 7 spells and lower.
