Neutral Plane Touched?

Is there such a thing? We have the Good/Evil axis in MM and Chaos/Law in MM2. But is there a straight neutral plane touched?

The genasi are elemental plane-touched, right? I think he means outer planar touched.

In the planescape MC2, Aasimar are noted as being descended from either guardinals, eladrins, or rilmani. Rilmani were the TN outer planars, so apparently you could use aasimar.

Don't have the MM2- what are the chaotic and lawful planetouched?
