There's already a feat, Spell Thematics, which does what you've suggested with Precise Spellcasting... but it only works for one spell per level. IIRC, it's in Tome and Blood.

No, the DC increase applies to all spells. That was all the original version did, but the errata added a benefit of increased caster level for 1 spell per level that was 'central to your theme'.

I believe it was originally in MoF, but I'm sure it has been reprinted other places too.
