Why does it give spells above 5th level and why more than one? Seems too powerful

All domains gain bonus prepared spells. These spells are gained at the stated level, and are always considered prepared spells, above and beyond the formula for number of prepared spells, and regardless of what list they normally come from.

Also, all Domains are setup with the following structure:

At Cleric Level..
1st = 2 1st level spells
3rd = 2 2nd level spells
5th = 2 3rd level spells
7th = 2 4th level spells
9th = 2 5th level spells

Wow. I just realized I was thinking you put 2 9th level spells. I just can't read.
