Okay, now I'm going to a few that are similar to Rage. For the Fast hero:

Burst of Agility
By spending an Action Point, the Fast hero may fly into a Burst of Agility. Entering a Burst of Agility is a free action, and a Burst lasts for a number of rounds equal to 3 + the Fast Hero's (newly improved) Dexterity modifier. While in a Burst of Agility, the Fast hero gains a +2 Morale bonus to Dexterity, a +5' Morale bonus to Speed, and a +2 Morale bonus to Reflex saves. After the Burst of Agility ends, the Fast Hero is Fatigued for 5 minutes.
Lenghthen Burst
The Fast Hero's Bursts of Agility last for a number of rounds equal to 7 + the Fast hero's (newly improved) Dexterity Modifier.
PREREQUISITES: Burst of Agility
Power Burst
When the Fast hero enters a Burst of Agility, they gain an additional +2 bonus to Dexterity and Reflex saves, and a +5' of movement (for a total of +4 Dex and Reflex, +10' Speed).
PREREQUISITES: Burst of Agility, either Lengthen Burst or a tallent from the Quick Reaction, Defense, or Increased Speed tallent chain.

Hmm . . . seems a bit overpowered for a tallent. Should I bother writing a Rage ability up for the Tough and Strong heros, or is this just too powerful?
 

It is pretty powerful but the fatigue after it ends really can hurt if the fight lasts too long. One part I don't like about the Dex increase is it's ability to really helped in ranged combat. Maybe instead of actually giving an attribute boost, it can be written as "gain +1 dodge bonus, +1 iniative bonus, +3 reflex bonus, +5' move bonus" that way different ability like firting a gun or picking locks won't be increased since being fast doesn't make sense for increasing them.

The same thing could be done with Strength and Con to make them more balanced.
 

Good idea–increase of agility, but not coordination. I'd also apply a +1 bonus to Tumble, the only agility-based skill that I can think of. The Strong hero would just get flat-out +4 Str, and the Tough just +4 Con; Strength and Constitution aren't really as multi-faceted as Dexterity. they'd all have the same Lengthen ability, and Heighten would give an additional +2 Str or Con to the Strong and Tough heroes, respectively.

The Pentrate line that includes the attack penalty is still only a little bit better than Power Attack combined with Melee Smash. I'd stick to the standard 2-per-level; after all, the hero's not going to be attacking objects with hardness or creatures with DR that often, is he?
