I would make a fixed number of cantrips, rather than Int bonus.
I'd suggest two. That way it's not definately better than the FR version.

Giving +2 to two skills as well is too much (that's enough for a Feat by itself).

Why a fixed number? This represents that more intelligent characters are better able to understand the workings of magic, even if they do not undergo much formal training. Cantrips are not that powerful anyway...I think it would be fairly dumb for a char with INT 8 to be able to know the same amount of cantrips as a char with INT 18.

You may be right about the skills, though, but I find it only sensible that a character would need to know Spellcraft to be able cast the cantrips in the first place, and while they were dabbling in magic, they picked up some knowledge of the Arcane...I find these to skills not to be that useful, anyway..
