New Feat: Skirmisher School

This is a new tactical feat my dm and I are working on see what you all think. Its designed to allow monks and barbs to make good use of their speed in combat.

Skirmisher School
You use your immense speed to give you bonuses in combat.
Prereq: Dodge, Mobility

1) Reduce your base speed by 30 feet for 1 round. Any attack made after moving 10 feet gains a +1 haste bonus to attack rolls and bull rush attempts. For every additional 10 feet your base speed is reduced, the bonus increases by 1.

2) Reduce your base speed by 30 feet for 1 round. After moving at least 10 feet, you gain a +1 dodge bonus to AC until your next turn. For every additional 15 feet your base speed is reduced, the bonus increases by 1.

3) Reduce your base speed by 30 for 1 round. After moving at least 10 feet, an opponent must make a reflex save DC 10 + 1/2 character level + 1 per 10 feet of base speed you have after the 30 foot reduction. On a failure, the opponent is denied his dex bonus against your attack.

Personally I don't like this. Having a high speed is already an advantage, by enabling you to be all over the battlefield. You can always help the rogue flank, reach the enemy spellcaster or charge down the archers. You can take Tumble and Spring Attack to use the movement as well.

As well as the fact that I'm not sure that this is needed, I don't understand how this works; I can't get my head around what the character is actually doing to reduce his speed and pick up these bonuses, and if I can't picture something I tend to be a bit opposed to it.

I believe that the character is moving, dodging, and weaving around so much within the squares through which they travel that they become harder to hit but cannot go as far.

That said, I wouldn't take this. The benefits of fast movement with Spring Attack and Tumble are too much better. The times that it will help (against creatures with really high AC or BAB) the character will probably still be better served tumbling in with Spring Attack then Tumbling back out. This way their AC doesn't really matter and they are far more mobile. Against larger monsters, the need to move at all is going to saddle them with a need to tumble anyway but they will be limited to a much shorter range.
