D&D 5E New Guy wants to be a Mad Scientist

What are you hoping this half or/elf would be like? Would you think more strong or more fast? Smart or intuitive?

For what class do you see this race being ideally suited?

I think that you answer those questions, and then pick suitable racial abilities from either parent race, limiting them to about the number of racial traits for the races in the PHB.

I think you can experiment a bit until you find a balance of abilities that works. Just let everyone playing know that these hybrid races are works in progress and may need to change, and you should be okay.

One bit of advice I would say is to try and keep it as simple as possible. Personally, I'd probably just go with the half-orc as is to achieve what you wanted. Call it a dantise or any other name you'd like, but I don't think you actually have to change much mechanically to reflavor a half-orc to have elven lineage as opposed to human. Maybe grant the immunity to sleep and the trance instead of sleep fluff, and extend the lifespan more toward an elf's.

Unless you're really set on this race fitting a class for which a half-orc would not normally be suited, I don't think you need to change much.

I got a younger sister and niece that want to play, but they want stuff like Angels, Fairies, stuff like that, so for them to get those sort of characters making hybrid races is something I need to learn to do in case they ask for more or even when I'm in campaign and they want a template to base their own hybrid races too.
In addition to the advice to pick up the DMG and phb, I would say you should check Reddit r/homebrewery, this site, and the dungeon masters guild site http://www.dmsguild.com/ for already made versions of what you want.
