In my RPG, I have a system that allows you to take a long time casting a spell (tens of minutes to hours, typically), and it requires Knowledge (arcana) checks, but it does not require any spellcasting capability. I'm definitely on board for a system of ritual casting for anyone that wants to cast a spell without typical spellcasting. If this is the only way to create magic items, I think I'd be okay with it.Now one thing I do like in 4e is the idea of ritual casting. That lets anyone who wants to get into the "crafting" game.
Note, I said the idea there. The implementation is... urg. Definitely, definitely needs work.
The (4E) ritual "Transfer Enchantment" (from Adventurer's Vault) also helps with the "I use longbow and dagger - what do I want with this whip??" issue mentioned upthread. It allows any enchantment up to the ritualist's level to be moved onto any other object that it is valid/qualifies for.
