It might be a new playable race included in the aforementioned DMsGuild product. Or they could receive a one-page write-up in Tomb of Annihilation.
Or, because it's a replacement character for a dead PC, they decided to get creative...

"The poison is only active during the attack action itself" is a houserule.

*If* Grung does become an official option, I hope they at least add a sidebar on this. Otherwise, it'll probably just be another "it's monstrous, so we didn't bother making it balanced" race.
Yes, in that leaving it undefined is the only way to stay RAW.

I was suggesting the minimal way that does not add anything not already in the rules text.

Allowing the poison to last and/or allowing others to deliver it has more impact. It changes, or adds to, what's already there. *That's* a house rule - that's something that won't automatically fly outside your house.

That's what I mean by my distinction.

Grung:
Anyone licking your skin is starting to halucinate getting disadvantage on everything but becomes immune to illusions. After three rounds the Player gets back to normal. A good way to rp this is mumbling "back in Kansas"

After a creature gets to halucinate for three times roll 1d6: a 1 means you are stuck on the trip, a six means you get addicted, lick again.

Arrows rubbed to your skin get one dose of lethal poison, but only if you are of the blue variant :P
