This doesn't actually work, so nevermind.
I think I have a new, counter-intuitive TWF Ranger build with a very high DPS.
Your primary stats are Constitution and Wisdom (wut?). You need to have a Strength of 15 at level 11, so I recommend Minotaur. However, I recommend you otherwise keep your Str as low as possible!
Str 12, Con 16, Dex 12, Int 8, Wis 16, Cha 10.
At Level 16, with Level and Race bonuses, you're looking at
Str 15, Con 22, Dex 13, Int 9, Wis 20, Cha 11.
Take the Fighter multiclassing feat and take the Pit Fighter paragon path. Take the Hammer Rhythm feat. Wield dual hammers (doesn't matter what kind of hammer.)
Every time you roll to hit, on a miss, you deal 11 damage. With your Twin Strike, that's 22 damage per round guaranteed (assuming you can miss on purpose.) On the other hand, if you hit both times with twin Warhammers, assuming Weapon Focus and +3 weapons, you get 2x 1d12+5, which averages 23 damage (not counting crits).
So, basically, you don't care whether you hit or you miss.
