I don't see the inconsistency. From an in-Oasis viewpoint, going up against the interests of the corporation that runs the whole thing is pretty much a rebellion, and even in the book, by the end of it there was enough semi-organised opposition to IOI's efforts that it was tantamount to open warfare.
They were also a number of gunter clans dedicated to taking out as many suxorz as possible, they also put him in Columbus instead of starting outside of OKC ( but that's okay since we don't really spend a lot of time there)
