Pretty much no more touch attack spells (melee range ones).

That's actually a selling point, not a negative.

Spellcasters are hard to deal with as it is with 5ft step + defensive casting. Granting them extra 5ft steps will only break them even more.
Your suggestion could be viable if limited to when making a standard/fullround action melee/thrown attacks only.

I can simply add "between melee attacks" in there and that'd clear up the casting issues.

What about how it screws over / makes redundant existing mobility and skirmishing builds, like Dervish and Scout?

I think it could help the Scout (and possibly Dervish), in that he no longer has to spend a feat and/or dip Cloistered Cleric in order to get his skirmish on.
