I think that a solid 10 HD limit on the spell rather limits its versatility - perhaps one creature with no more hit dice than the caster? Compare to Control Undead and Polymorph, similar level spells.

Also - can Polymorph Any Object be used to duplicate this spell, as it can other transmutations of similar level?

It's not really turning something into a specific creature... so I would say no to Polymorph. Polymorph Any Object I don't know. However, an application of Polymorph should be able to counteract this spell as would Baleful Polymorph (sort of).

In fact this spell is somewhat similar to Baleful Polymorph in effect... except for its limited duration and the fact that your equipment is not included (which is logical, but very strange since most spells don't work that way.. Polymorph especially).
