New take on sorceror(sorcerer?)s

I, personally, don't like the way the DnD rules handle inborn magical ability. It doesn't feel like an inborn talent...I want it to be mroe random, so that a character can be born with magical ability, and maybe take a feat chain to shape it into spells...maybe spells cast as spell-like abilities...get rid of it as a character class.

Anyway, the different races would have a different % chance to manifest sorcerous powers, and if they took the proper feats, they could control it, and cast "spells" as spell-like abilities...

What do you think? Would it change balance drastically?

I figure something like this: Base chance @ character generation = race % + CHA score. Elves, Half-Elves, and Gnomes would have a high percentage of sorcerous magic, and Humans, Dwarfs, and Half-Orcs would have a medium to low %.
To cast a spell would require a certain Feat, then a Spellcraft/level/ or CHA check to cast. A failed check would result in a dangerous mishap or release of magical energy....
And even a successful check would provoke a Fort or Will Save or take subdual damage. Plus, over extending oneself could lead to dangerous consequences....in other words, the rewards would be greater, but so would the risks (with my system of magic, failed Spellcraft check causes the spell to fizzle, or at worst, provoke a mishap similar to a scroll mishap). A wizard, by this system, is taught to understand and utilize the magical potential that lies everywhere, unseen, while a sorcerer is naturally receptive to the ebb and flow of magic.

Well?
Need help here...

If you want to include it like that, you have two options:

1) Add sorcerous abilties as a template. This probably isn't what you want, since it takes out that random element that we all loved so much from 1e. The template should probably add +1 or +2 to ECL.

2) Create the system with lots and lots of pit-falls and bad things that can happen to the PC is he uses it. Actually, this isn't really any different than option 1, you're just making the template bad enough that its only an ECL +0.

Going about this by just giving the character a % chance to start manifesting the powers can be really dangerous, since you are effectively giving the player something for nothing.

Here's an idea to make it nasty enough that its not "something for nothing": Sorcerous talents are a part of the soul. The character risks loosing part, or maybe all of his soul, when using sorcerous abilities. Sort of like their soul goes to feeding their talent, like throwing wood on a fire to keep it burning.
Plus, they need to burn feats to be able to USE their talents anyway...so if they don't want to waste feat slots, they could have sorcerous powers BUT not be able to utilise them due to that they don't have the feat necessary to shape their power into spells...sound ok?

If this is the idea you have for Sorcerers, I would suggest dropping the Sorcerer as it exists from the 3E Handbook, and look at the "Chaos Magic" Sorcerbook which contains the Chaos Mage - a true "free caster". The system is not dificult to use if you dont mind a little math to figure out your spell DC's, and has LOTS of pitfalls to the overuse of the powers.

i have removed the 3e sorcerer and replaced them with the chaos magic sorcerer. Players liked it better. Bigger difference between the two.

I really liked the Chaos Magic book from Mongoose. Makes for an interesting class.
