I created the following Template and wanted some feedback. Does it seem balanced to everyone? Thanks.

Half-Shifter (Template)
Either by magical experiments or freak accident, these humanoids have gained abilities akin to Dopplegangers, while retaining a partial hold on their ‘normal’ heritage.

Hit Dice: Same as the original creature.
Speed: Same as the original creature.
AC: Same as the original creature.
Special Attacks: Same as the original creature.
Special Qualities: Alter Self, Detect Thoughts

Alter Self (Su): A half-shifter can assume the shape of any Small or Medium-size humanoid. This works like the spell, but the half-shifter may remain in the chosen form indefinitely. They can assume a new form or return to their own as a full action.

Detect Thoughts (Su): A half-shifter can use this ability once per day as a sorcerer equal to their effective character level (Will Save, DC: 12 + Charisma modifier). They can use this ability as a standard action.

Saves: Same as the original creature
Skills: A half-shifter receives a +2 racial bonus to Bluff and Disguise checks. *When using alter self, a half-shifter receives an additional +10 circumstance bonus to Disguise checks.
Feats: Same as the original creature.
ECL: +2

Appearance: Due to their doppleganger heritage, a half-shifter’s skin retains a greyish ‘hue’; a leathery, malleable texture; and is totally devoid of body hair in their natural form. Otherwise they conform to their base creature in appearance.

I used the Gith as a template for this idea. They have a 2nd level, 1st level, and 0 level spell that is usable at will. They have SR and can plane shift at higher levels. All this and they're ECL +2.

So, I figured that alter self is a 2nd level spell. Detect thoughts is 2nd too, so that became 1/day (in place of the 0 & 1st & plane shift). Then I added the skill points in instead of the SR.

They're also not as powerful or fast as a standard doppleganger (free action became standard, standard became full). Detect thoughts is an at-will ability for a full blooded doppleganger, at 18th level.

Anyway, that's where my thoughts were when doing this.
 

Are Gith +2 ECL or +2 CR?? I don't own MoTP.

I would say a +2 is reasonable, maybe a scosh low. I would give them maybe some sort of drawback. Say a -2 to wisdom?? to even them out??

Thanks for the initial feedback you two. Gith are +2 ECL. They're actually their own race per se. What part of the template makes them too powerful do you think?
 

I would say +2 is about right but it really depends on your game.

THis template doesn't add a lick to combat capabilities but will reak havoc in social situations.

I don't think I would add to the CR but add in bonus or situational xp when using these guys.
