This is actually a really good way to think about it.

Pre-highway Texas was very rough country. (A lot of it still is!).

As a way to get some idea how rough: during the Texas Revolution, Santa Anna's force marched from San Antonio to San Jacinto (about 250 miles). This was apparently very fast, forced marches.

It took 43 days, for an average of less than 6 miles a day. And at the end of this, they had to stop to rest the troops (which is when they got attacked and defeated).

Also, if you look at the old county courthouses (late 19th & early-20th century):
They're all 3 stories high
With big, heavy walls
And towers sticking up another ~2 stories.
And all the other building were limited to 2 stories.
Can you say defensive preparations?

Also, they were put about 20-40 miles apart, which is apparently what a good rider on a good horse in decent weather could do in a single day of hard riding.

This model would probably be worth thinking about for a points-of-light setting!
