Yeah, but you can't summon a creature or object over someones head and have it drop on them.

See the PHB, page 157, Conjuration, second paragraph:
A creature or object brought into being or transported to your location by a conjuration spell cannot appear inside another creature or object, nor can it appear floating in an empty space. It must arrive in an open location on a surface capable of supporting it.

But, the Elder Earth Elemental can use your Cape of the Mountebank to appear above your opponents :)

A 56th-level mage would have a BAB of +28/+23/+18/+13.

The baseline wealth for such a character (conservativel;y estimated) would be 17,000,000 gp.

Assuming the mage spends 2% of his total resources on melee combat items, we have 340,000 gp to work with. Let's give him a +5 weapon and a +1 sure striking brilliant energy weapon (longswords if elven, clubs if not) and 9 pearls of power (1st level) filled with true strike.

Give the mage a luckstone and half a dozen potions of heroism.

Given a base Str of 8 and a belt of Strength +10, the wizard has an additional +4 to hit...

Keeping track so far? Attack bonus +60/+35/+30/+25! What's the problem? Also, if there's anything I missed, the wizard still has over 100,000 gp in his "war chest".

Still, there's nothing stopping one from making it...

As an addendum to my above analysis, the brilliant energy weapon isn't used - if it is, add another 9,000 gp for a greater magic weapon and ignore any armor bonuses.
