Just a nitpick: I have met many patients with below average intelligence and all of them speak properly, including the guy with the intelligence of a six- year old. There's a reason that intellect of 8 or less prevented you from speaking properly. At least this is what I remember reading, I could be wrong however and you can blame NWN for that.
So you can still play the dumb fighter, or the forgetful wizard, or even the clumsy cleric (NWN again) just without the mechanical penalty. Afterall having a bonus to a stat shows you are above the norm, you're Hercules strong or super-computer smart, and such.

What I mean is that an average stat covers the gauntlet of below average but still healthy and functioning, to above average but nothing special.
So for intellect someone between 60 and 140 (I think those are the values, feel free to correct) would have an int score of 10 or 11. Someone below 60 would have a negative modifier, the closer to 0 the higher the penalty, hence the steeper curve. The same applies to above 140, the higher you climb into the realm of genius the quicker you get a bonus from intellect.
