Non-Druid Animal Form and the Tongues Spell

I am playing a Hound Archon in my current campaign (as per WotC's Planar Handbook, but very similar to the SRD Hound Archon). Among their many abilities are: tongues always active, and Change Shape (any canine form).

Can my hound archon communicate with his fellow party members while in canine form because of his tongues ability? Or does tongues require a humanoid-esque capability to speak and simply infer similar languages between the two speaking parties?

I don't see why it wouldn't ... There's nothing explicit in the spell about that, so it's really up to the DM. But our group is using this now to speak to & understand a character in our game with a homebrew race that communicates in a sound register beyond human hearing. We can't even hear him ordinarily, but our DM allows us to communicate with him using Tongues (and to understand him with Comprehend Languages). Stretching the spell a bit, but it was frankly getting old trying to interpret his sign language. :)
