The only new at-wills we have seen have been those required when adding a whole new power line (such as the new warlock pact).

Are you including Illusory Ambush?

It's a fantastic power which makes me glad to be playing a Human.

I agree there should be more at wills, four would be enough, but not necessarily related to class. I think they should have given every race an at will attack only members of that race gets. Then two from class. Finally one at will from Paragon that gets replaced by Epic.
