NPC Paladins and Lay on Hands

Paladins get two daily uses out of Lay on Hands, but NPCs only get a single healing surge. Are NPC Paladins deliberatedly gimped, or how do they get to use their Lay on Hands ability if they save their Healing Surge for the Second Wind?

They get one per tier, but yeah, they're gimped. You can make the NPC by PC rules, or just say they've got more than normal (perhaps they have Durability).
 

Thanks - basically, you've saved me a search to find something that doesn't exist.

I'll probably rule all NPCs (as opposed to reskinned monsters) have half a dozen healing surges (6).

I can kind of understand the snafu; before the excellent "Book of NPCs" I guess nobody bothered to stat out NPCs...

In this case, however, the default rule is unacceptable - it would mean the Paladins the PCs see can't use Lay On Hands or benefit if given a Healing Potion or Inspiring Word... *

If you don't mind a pseudo-gimped search, go to google and search like this:

site:enworld.org/forum npc paladin lay on hands

The part I underlined tells Google to search a specific web site (this one)

Odd - I find it perfectly acceptable.
In 4E healing abilities for monsters are quite rare, probably because they're quite powerful and will cause fights to prolong. That's also why monsters generally aren't able to use Second Wind.

Or are you thinking about using the npc paladin as an ally?
In that case, I might allow the paladin be able to use the power more often if it makes for a better story.
 

NPC paladins don't get to use healing surge (if you're using the NPC rules). Feel free to ignore this. (Note that some of the NPC rules are a bit silly. Apparently fighters don't get +1 to hit as NPCs, but rogues get this bonus with daggers. Confusing...)

I wouldn't sweat it; most paladins don't have the Wisdom to use it more than once or twice per day anyway.

I seriously doubt that WotC considered it at all.

NPCs are monsters and have whatever abilities the designer or DM needs them to have. If you find it more conducive to a well-rounded game world for the NPC to have effective use of both Lay on Hands and Second Wind, then he can Lay on Hands twice and use Second Wind. How many healing surges he theoretically has is neither here nor there.
