NPCs -- CR or ECL?

If an bad guy is a Fighter4/Sorcerer8, is this a level 12 guy (CR 12), or a CR 8 monster (Sorc8) with 4 non-associated class levels (CR 10)?

It seems to me that non-associated class levels could be a better mechanic for multiclassing NPCs than straight CR => Levels.

(Of course, the NPC's wealth would be based on her CR, not her ECL.)

Any huge, glaring problems?

Sounds reasonable.

Multiclassing that way surely lessens the power of a character, which is what CR tries to show. So it makes sense to have it reflect this.

You know, I've been trying to argue this very point with several people I know for some time now, and none of them seems to want to buy it. It's utterly true, though: a Ftr4/Sor8 is definitely a CR 10 (if not perhaps even a 9, depending on what items s/he has), not a CR 12, AFAIAC....
