NWN Persistent Worlds?

The limit is really based on your connection - I would say for cable that would be between 8-16, maybe up to 32. The better connection, the more people you can have connect to you, obviously. I'm not sure if there's a hardcoded limit.

There's a limit of 64 (I think) players, but internet bandwidth is usually the real limit as LightPhoenix said.
There's quite a bit of work involved in setting up a persistent world. For example you have to make sure that character info is saved correctly and you can reload the server after a crash or shutdown. You need garbage collection to clean up the random useless "treasure" drops that get left behind. Monsters have to respawn, quests have to reset, etc.
You should go to the Bioware forums and ask for advice there, particulary in the Server Admin forum. And if you haven't played on an NWN PW, try some out to see how they work. There are plenty of open servers listed in the PW Action and PW Story categories in the server browser.
