Sure, for this specific instance, but it poses the same question for future instances. I was hoping there might already be such a clear determination without having to bother an author / publisher every time

Hopefully the new OGL makes it more visible in explaining the difference between PI and undeclared closed content.

And that authors should be more concise as to which content in their body of work is okay to use and what's off-limit. It's great that the author is alive and around to clarify (though it should have been made clear in the text from the beginning), but heaven forbid should they and their publishers are not around, what then?

So, the question then is - does the declaration of all class features beign open content and the lack of clarity on the Product Identity make the reflexion open content, or is the dreamwright as a class hamstrung due to its main class feature utilizing an aspect of the book not covered?

Ah, I can see where that'd be an issue. Typically, monster stats (including templates) are OGC -- but they're not always declared as such. You can make a case for them being derivative of OGC in the SRD, but that's kind of a slog. Unfortunately, the best thing to do here is probably to contact the publisher and ask for clarification and/or permission. It's annoying, but the safest bet. There is no universal rule at this point.
