ogre fast move

why is an ogre's base move 40'?
is it cuz it's large? I don't think so, but when making my own monsters, how do I account for a little 'freebie' like that, in terms of calculating CR, etc?.

Yes, it is basically because it is Large. It's not a rule, but you'll see that Large-sized Giant-types (bipeds) generally all have a 40 foot base move.

It's not significant enough to make a CR difference, any more than Small NPCs like halflings or gnomes get a CR penalty for their 20 foot base movement.

As dcollins said, it's a general rule, not an absolute.

- Most Small bipedals have 20' moves...but kobolds have 30'. I guess they're just really quick.
-Most Medium bipedals have 30' moves...but dwarves have 20', because they're not built for speed.
etc.

And, as he said, small variances in the move rate are generally not gong to be enough to really move the CR for the monster. (If you had an ogre-like critter with a land move of 80', that might be different.) In general, I'd advise you to look at existing monsters, and use them as baselines for what you're developing.
