WOIN Ogron strong heritage exploit pointless?

Am I missing something here? The strong exploit says you can increase STR instead of a listed career attribute (no duplicates), but can't they do that anyways due to STR being one of their attribute bonuses (as per page 23)? Ogron replacing STR or END is even one of the examples given of the general rule for all heritages to replace a bonus attribute on taking a career grade.

The exploits replaced the general rule between two editions. Which one do you have? It shouldn’t say both in the same book.

I have version 1.3, got all 3 core books from the starter set kickstarter. In the book I have it talks about replacing a career attribute with an attribute bonus one on the page 23 right around the chart showing all heritage attribute bonuses.

Has this been in the Errata, or got 1.3 changes beyond the Errata and I misunderstood?

It looks like this is an error in NEW, I see it in both 1.2 and 1.3. OLD 1.2 and 1.3 do not mention the general rule, but NEW has both the general rule and the exploits listed in 1.2 and in 1.3 (I don't have older versions to check).
