Not entirely sure what the problem (yeah, like that'll stop me!), but if you want to get the **players** involved, you could set aside the PCs and have the players play the two sides of the war. The PCs, of course, have to deal with the consequences.

AEG has a War supplement. I haven't read it, but maybe it'll help.
