I've pondered this one myself, in fact -- I've got some arctic baddies in my game, sort of half-ogres bred and raised in the tundra, who use ranger skills and ride polar bear mounts. And I'd say a Dire Kodiak would make a great mount for the chieftain...*evil DM cackle*
But yeah, Handle Animal is required to rear and train them, and you would need a specific Ride skill for the creature, for example Ride (lion). It'll probably be up to your DM whether Ride allows you to ride all versions of your mount, normal or dire, but at worst there'd be a slight penalty to any checks you'd have to roll, at least until you picked up Ride (dire lion).
