There were many different "versions" of Windows during the Windows 95/98 era.
Windows 95a was the first to come out - this operating system was designed for drives less than 2 gigs (or certainly not more than that size) and didn't have FAT32 partitioning... essentially, if you had a drive over 2 gigs in space, you had to partition it into 2 gig sections - the OS couldn't handle partitions bigger than that.
Windows 95b was never sold in stores - you could only get it by buying a new computer (or swiping someone else's disc.) This was probably the beginning of widespread Windows piracy because it had FAT32, and some beginning USB support - crucial upgrades if you had a large hard drive or a USB device.
Windows 98 added all the stuff from Windows 95b, but integrated Internet Explorer (boo.) I never liked Windows 98.
Later on they came out with Windows98 Second edition, or Windows98SE - if you had purchased Windows 98 before, you could get an upgrade disc for $20, but Microsoft didn't publicise this fact. (You also couldn't do a clean install from the upgrade disc - you had to install Win98FE then install SE over it. Of course, the old Windows 98, lacking a moniker, becaome Windows98FE, or First Edition. Although this didn't show up at first, W98SE also contained a number of API additions - I will admit they are improvements - that later companies - ESPECIALLY Adobe and Microsoft - used in newer products. Around 2000, they stopped supporting backwards compatability for those programs.
I ended up using Windows98SE mostly because it was relatively stable (although it was still prone to sudden crashes.) and I ended up using Windows98SE on my aging computer right until I got a Macintosh.
