Given discussions over the past year I don't think that is universally true, and it is a simple enough thing to address from the get-go when designing a new culture.

A culture, a people, a nation, a tribe.

We don’t need speciation. It could be as simple as the local well was touched by a hag and now everyone that lives there is blue. It isn’t speciation that is important, is it? It is what makes them culturally unique.

yeah, I am going for something a bit more ambitious than a village of blue humans, I build to make something worth being a major setting people. like how elves and dwarves were classically?
