Point well taken.
I still maintain that a "magical rule" that applies automoatically to everyone isn't direct intervention. As I pointed out before there is precident for that sort of thing (like in FR with Mystra's curse). I would say that having mild repurcussions for a serious crime sets a weirder precident.
Another thought about Action Heroes:
At least in movies about action heroes there is usually a strong undercurrent of the hero-fights-the-system. A cop has to go get revenge outside of the law, and gives up his job, his family and maybe his life to do that. Etc.
In order for the genre to make sense the character has to have laws to ignore and systems to break.
