One Level Scale to Rule Them All?

The simplest way would probably be to have a whole range of spells which scale with level at are available at 1st level onwards. Graded damage spells, graded influence/charm/dominate spells, graded transportation spells, graded defensive spells, graded wishes (starting with 'incredibly limited wish'!)... that sort of thing.

Cyberzombies Elements of Magic v1.0 did that sort of thing quite nicely.

Cheers
We do have incredibly limited wish. It's called prestidigitation.

The more I hear about 4e, the more I love it.

I already tried creating a list of 20 spell levels - separating the "powerful" spells up one notch. It's not hard to do - just time consuming.

Like others, I've seen new players get REALLY confused by this. "I'm a 7th level druid, but I *can't* cast 7th level spells???"

That could be cool.

In Mentzer Classic, "Wish" is a 9th level spell but you have to be level 36 to actually cast it.

It would be cool if some of the iconic spells like fireball scale with level, so that when a 25th level guy casts it it's a 25th level spell, or whatever.

If they can be cast at multiple levels, it could work a lot like SW Saga Force powers, only instead of having different levels of effect based on a Use the Force skill check, it's based on level.

Nuke The World
By casting this spell, you destroy the planet you are standing on. While you eventually die from lack of oxygen, you get to watch the cool explosion firsthand.

But yes, I think this (1 spell level per character level) is a really good idea. I like the ways it gets rid of "dead spell levels" where the only thing you gain is a few new spell slots (such as even-numbered levels for wizards). Now you can do new things every level!

25 Spell Levels?

Shadows of Saga:

1/2 Character Level + Trained (5) + Focused (5)

That would work out to 25 Spell levels over 30 levels. It also suggests a Skill based Spell System. Just a thought.
