Hmmm....
I have no idea what a Blight Magic User is. But lets see what sort of advice I can come up with for a 14th level magic user fighting in an open, but hilly area, expecting a fight. I assume BoVD is Book of Vile Darkness. That is a start at least...
Some of the advice is mutually exclusive, as in some tactics just wont work well together.
1) Re-enforcements
First, lets assume that our villian wants some assistance in the fight. The Planar Binding spells can accomplish that reasonably easily, as can the monster summoning spells. The problem here is in getting them cast quickly enough or securely enough. I would use a 7th level monster summoning to call in an Elemental, either Air or Earth. And Air Elemental can cause a flying opponent many problems.
Or, if he has Limited Wish, he could wish for his deceased apprentices to return from the dead for a short time to help him out.
2) Preparing the Battle Field
If he is expecting a fight, he could go for a Control Weather and summon up some stormy weather. This will hinder everyone, but it will probably make it easier to defend himself, or at least throw off pursuit. Another idea is to start a big grass fire and use a protection from Elements to protect the caster. This will create a great deal of smoke, which will reduce visibility further.
2a) Self Defense and Buff's
I would make sure that he had Endure Elements(Fire) and Endure Elements(Acid) handy. A Minor Globe of Invulnerability (or just Globe of Invulnerability) will do much defensively, as will spell turning. Haste is also nice to cast. For melee defense, Fire Sheild and Stone Skin set the standard. If you can justify it, cast as many of these from Scrolls as you can.
But all of those spells take time to cast. If you need to buy a few rounds, use a Wall of Force Hemisphere to protect yourself for a few rounds while you buff yourself up. If you want to be very mean about it, you can use an Extended Wall of Force and wait out most of the players short term buff spells.
3) Dealing With Flyers.
Power Word Stun should put him out of action. A focused Dispel can put him back on the ground as well. An Air Elemental can also cause him a great many problems, as would a storm from a pre cast Control Weather. You could also place Fog Cloud spells at about 10 feet above the ground to reduce visibility.
4) Dealing with Ground Opponents
Use Acid Fog and and Endure Elements for acid, so you can drop the acid fog right on top of you. Then cast a Wall of Force over the area with the Acid Fog, ideally trapping you and some opponents within. Then Dimension Door out of it. If your really want to be a mean bastard, cast as many persistant damage area of effect spells as you can within the Wall of force before leaving. Just make sure they can withstand the Acid Fog. Wall of Fire, Ironically, may be the best choice for this. And casting Stinking Cloud within the same area of effect should also be cause for celebration.
Also note that if you really want, you can probably use a second Wall of Force to buy you some time to buff yourself in relative safety.
5) Escape
Casting a Fog Cloud Spell followed by an Invisibility should be enough to get your villian away from the fight if you want him to survive.
6) Book of Vile Darkness
Just pick the spells you like. The wall spells are nice, but the terrain does not lend its self to any partiucarily creative use. There are some nice Save or Die type spells to play with though. Consider using some of the nastier low level Touch spells with a Spectral Hand on the flying mage. And consider using Sadism to get some easy bonuses. And the Damning Darkness is a nice persistant damage spell if you can get away with immobilizing the players. Even more so if your wizard is immune to Unholy Damage.
I must say again that the terrain does not work for the Wizard, and that the Wizard would be much more effective with just a little bit of help from an apprentice and some scroll use. But having access to Wall of Force is probably the one thing that can be truly decicive here.
