HERO.

My second choice would be GURPS 4th, but there are just a lot of little things I dislike about GURPS that HERO doesn't have, and I love the Speed Chart based combat in HERO. Plus HERO's character creation system is full out of the box, Gurps 4th you have to wait for GRUPS POWERS to do a superheroic kind of stuff, and that is my genre of choice.

On that one, it's all a matter of taste for me.

Not true - there is no reason at all why you can't do a superhero campaign with the stuff right in the Basic Set. IIRC, GURPS Powers is more about how to put the stuff in the Basic Set into practice than any kind of new rules.

About the only power missing from the Basic Set that I can think of is complete and utter invulnerability to a certain element or substance (like fire) - something I have criticized in the past. But that's it - you ought to be able to build any other superhero you can think of with the Basix Set, and even that Invulnerability power can be approximated with lots and lots of Damage Resistance to a specific element...

Did I say anything at all about what GURPS can and cannot do? Nope. I don't have any experience in GURPS so I would be unqualified to talk about it. My post related to an earlier post that talked about using Grim Tales with other products. My point is that you don't need to do so at all.

I seem to reecall that the author of Grim Tales itself recommends that it be used with d20 Modern and, as that's how it was marketed, that's the bottom line for this thread. It doesn't meet the criteria that I laid out in the first post. Period. So, thanks for suggesting it, but it isn't being considered. Please, if you want to argue its merits, start another thread.
 

Mutants and Masterminds, for anything but low levels (and that might change when I get my 2nd Ed.) Easily the most elegant/easy and balanced game I've ever seen or heard about.

Fine. But it DOES meet your criteria and I've never heard Wulf advocate that you should use it with d20 Modern. Period.
 

Savage Worlds. I'm having a ball with it right now. The rules are simple enough to be a breeze to run but just complex enough to remain engaging to play. You can get the free Test Drive rules here:

I can get my friends to play d20. Good luck trying to talk them into anything else. It was like pullling teeth to get them to play DC Heroes (3rd Ed) with me supplying all the books, but even after that the game wasn't much fun.
