If you pay attention, you can come to some nice conclusions about Tarquin.

One, I believe most of his levels are in full BAB classes since he isn't concerned about Elan's fighting power. He either has a few levels in Dashing Swordsman or another prestige class from the same source book.

Second, Tarquin seems to be enjoying the fight.

I figure he's just higher level, being older. Also, weren't we told he's a warlord? (Not that the class existed in 3.x.)

Yeah, Warlord is a title, not a class in 3.5. The equivalents we got in 3.x to the 4e Warlord were the 3.5 Knight and the 3.0 Marshal

Also, note that in OotS, people have titles that don't line up to classes. Miko was a Samurai but had Paladin/Monk as her classes (even acknowledging the Samurai class existed, but she didn't have it).

Tarquin seems to be a high level fighter, and may have levels in Dashing Swordsman himself from the look of it (or something from the same obscure book). Either way, he's clearly higher level than Elan.
 

I think there was a warlord or similar-sounding prestige class in 3.0 Sword & Fist. Gave you a fortress and stuff like that. Not that I think Tarquin is one of those, agreed with wingsandsword, it's just a title.
