It's the Elven Ambassador to the Empire of Blood. It's still unknown why he/she is annoyed with V.

I believe the Ambassador is V's mate or at the very least aware of V's latest "activities" back in the Elven lands.

Yeah, we don't know why the Elven Ambassador doesn't like V, but between V's behavior towards Inkyrius and his decimation of the Black Dragons (which may well have been blamed on all elves, and V did also Epic Teleport the entire Azurite Refugee Fleet to an ancient Elven outpost to give it to them. V was under the impression it was abandoned, but what if the Elven nation still claimed it and they are very offended that V gave away some of their territory to a human nation?

Basically, there are a number of reasons why the Elven Ambassador might not like V.

I would expect that considering the magnitutde of what V did with Familicide, most major players on the OotSverse will have divined his/her identity and partial account of actions (anything directly involving the Rifts might be blocked by contact other plane, though vision and legend lore should still work and Cloister will remove what she/he did in Azure City).
