While V's got the intelligence, I doubt s/he has the street smarts to recognize a shell game when s/he sees it. V's mostly got book smarts; lots of theoratical knowledge, little real-world experience to apply it. Which I believe was part of V's origin.
I'd say that Varsuvius is capable of being the second-in-command, but doesn't enjoy that role as much as "sit back for a while and then do something brilliant."
While V may be smart, s/he lacks the inclination to lead as well as the skills, and s/he has recently become aware of it:
"General, you may have noticed that my explanations tend to consume more time then my plans themselves. Given that time is a factor, I simply say that it is imperative that you not send any more troops into the breach now."
V's not a leader. V's is a specialist; very good at what s/he does.
Durkon would be the third most likely, but he's more of a "sit back for a while and then do something that saves or protects everybody."
While I'm certain Durkon's got the brains and skills to be a leader, he also lacks the inclination, preferring his role as the Party's support guy. After all, the rear of the party is a good position for him to cover everyone's back when needed.
As for the others... ...Well, between Elan and Belkar... Need I say more?
